War On Terror: Sen. Barack Obama thinks troops should be sent into Pakistan. But he really wants to fight terrorism the same way liberals combat inner-city crime: with social programs financed by U.S. taxpayers.
After foolishly promising as president to meet unconditionally with terrorist states, Obama, the Illinois Democrat, has gotten tough: He now wants U.S. forces to zero in on the mountains of northwest Pakistan bordering Afghanistan, where al-Qaida leader Osama bin Laden may still be alive.
"There are terrorists holed up in those mountains who murdered 3,000 Americans," Obama told the Woodrow Wilson Center on Wednesday. "If we have actionable intelligence about high-value terrorist targets and President Musharraf won't act, we will."
First of all, Obama has no known plans to rectify our dangerous shortcomings in good, old-fashioned human spying and enable us to gather the kind of "actionable intelligence" he's talking about.
As Pulitzer Prize-winning reporter Tim Weiner notes in his new history of the CIA, "Legacy of Ashes," the post-9/11 U.S. operation against al-Qaida in the Afghan-Pakistani mountains was "armed with lots of cash, but too little intelligence."
Regarding "the state of affairs that confronted the CIA after 9/11," Weiner quotes former CIA chief weapons inspector David Kay: "We were bereft of any human intelligence — zero, nada, in terms of agents on the ground."
A closer look at Obama's speech reveals what he's really thinking.
"Pakistan needs more than F-16s to combat extremism," he declared. "As the Pakistani government increases investment in secular education to counter radical madrassas . . . we must help Pakistan invest in the provinces along the Afghan border, so that the extremists' program of hate is met with one of hope."
In other words, let's fund schools in terrorist strongholds — just as the federal government fights crime by handing $4.8 million to the disastrous Chicago public school system — where over 30 kids were killed in the last school year alone — as it did earlier this week.
Unfortunately, a Waziristan version of the Windy City's school system won't defeat al-Qaida, but Obama has more proposed largesse — to the tune of $50 billion in foreign aid, including:
• A $2 billion Global Education Fund to counter radical madrassas.
• America Houses in Islamic cities, with Internet, libraries, English lessons, vocational programs and stories of America's Muslims and the strength they add to our country.
• A new America's Voice Corps to recruit, train and send out "talented young Americans" to tell Muslims about America.
• New mobile development teams that bring together State Department, Pentagon and USAID personnel to "work with civil society and local governments to make an immediate impact in peoples' lives, and to turn the tide against extremism."
But how many schoolyard bullies were ever stopped by being told how nice their victims are? Islamofascists know exactly who we are, and they still hate us. It's not our actions that bother them — it's our very existence.
Obama would also give $5 billion to other countries' intelligence services, focusing on "helping our partners succeed without repressive tactics" — meaning no tough interrogations.
Liberal hero Lyndon Johnson discovered that throwing billions at domestic problems doesn't work. Obama would actually apply that failed Great Society mind-set to the global war on terror.
